According to analysts, Ibrahim Haqqani is one of the earliest and most senior members of the Haqqani Network. Ibrahim served as a Mujahideen commander in the anti-Soviet war in the late 1980s and as a senior leader of the Quetta Shura Taliban in the 1990s. Ibrahim Haqqani has facilitated historical negotiations between the Taliban and the Haqqani Network. More recently, in 2015, Ibrahim Haqqani participated in the Murree peace talks as part of the Taliban delegation. Ibrahim Haqqani oversees many of the Haqqani Network’s real estate holdings in Pakistan and the United Arab Emirates.
