THE COOK ISLANDS. Rarotonga. Dogs play outside the Esther Honey Animal Clinic. Dogs in Rarotonga, like feral dogs everywhere, live in a free-form state. There are no leashes. The dogs are not so much owned by someone as by everyone. Most of the dogs that do have collars, have them to stop them being picked up by the SPCA but are generaly fed by everyone. Febuary 2003.
