Former president Mahmoud Ahmadinejad promised a house for every Iranian and as a result the country is dotted with ghost towns, concrete towers, like here, outside the capital on the slopes of the Alborz mountains. Chinese contractors have been assisting in the construction, as part of a sanction evading deal under which Iranian oil would be traded in exchange for Chinese financing, technology and construction labour.
