USA. NYC. 2015. Edwin Raymond, 27, NYPD officer. His commander, supervisor, etc., required an arrest quota, but Edwin didn't think that was right as he prefers to give warnings.
Raymond was reprimanded and got low progress reports in spite of getting the 8th highest score on a test taken by 900 cops. His supervisors thought he was not making enough arrests. Raymond had started taping conversations with bosses secretly, about arrest quotas. It's part of a law suit against the NYPD.
