Saddam Hussein's government lost control of Baghdad during the second week of April as U.S. forces moved into the city. Chaos ensued as the U.S. military tried to maintain control of the capital. Many residents looted government offices, Saddam's palaces, banks, shops, hospitals and various other buildings.
