"Practically all the people you see running in the streets are looters, who have broken into the warehouses near the harbor town of San Vicente (part of Concépcion). Also the big mounds of rubble, devastated buildings, ships in the street etc are in San Vicente. Greater Concépcion is the second largest city in Chile with a total population of 900,000 people and sits closest to the epicenter of the earthquake. They also had a horrible Tsunami shortly right after the quake, which destroyed the beach community of San Vincente. Greater Concépcion has no electricity, no running water, no gas, the supermarkets and harbor warehouses have been cleaned out by looters. Most of the roads to the central highway of Chile have broken down. Supplies have to be flown in from the North, then loaded onto helicopters to reach smaller towns along the coast. Pictures of large white sacks in the roads show fish meal bags who were strewn from the fish processing plant. When I was there news of another imminent Tsunami came over the radio and folks panicked but it turned out to be a false alarm. I was glad too!"
