Patrick Zachmann 

After encouraging a "rise in birth rate" policy (5 children per family), President Nicolae CEAUCESCU created in 1970, 650 social protection units in order to take care of abandoned children from their birth till the age of 18.
In 1997, 100.000 children are still living in such institutions and about 6.000 babies are in children's hospitals.
Christian TABACARU, junior minister for the protection of children decided to empty day nurseries by returning babies to their families. He also created 40 social services in the country to prevent children being abandoned.
