In many ways, Jimmy CARTER has redefined the meaning and purpose of the ex-presidency. In the years since the end of his presidency, Carter has helped build low-cost housing, mediated between the Chinese and Tibetans, observed fraudulent elections in Panama ("Are you honest people, or are you thieves?" he asked Noriega supporters), negotiated with the Ethiopian government and Eritrean rebels, and repeatedly travelled to Africa to aid efforts to eradicate disease and promote the Green Revolution. His Carter Center is devoted to Third World Peace and the resolution of international crises. Carter has said, "As president, I wouldn't have had time to do all the things I am doing now."
