VIET NAM. The Binh Trieu Reform school now, in 2004, renamed the Binh Trieu Educational Training Centre, houses 1,400 inmates. All are heroin addicts thanks to the "open borders" policy that allows easy access from Viet Nam's neighbors. There are now 18 such centers in Viet Nam treating 30,000 addicts.
