The walls construction began in 1994 during President Clinton's Operation Gate Keeper using recycled steel once used as helicopter landing pads in the Gulf War. The Border Patrol surveys its length from various vantage points. It is equipped with sensors and spot lights. Surveillance has driven migrants to attempt to cross through mountains and desert where many die of exposure and dehydration.
