David Seymour
FRANCE. Strasbourg. Controversial German delegate, Carlo SCHMID, was royally snubbed early in the session. A French born German, he served as German civilian administrator of Lille during the occupation of France. During his administration, Resistance leaders in Lille were executed. His presence as a delegate of the assembly, while it hadn't been challenged officially by the french, was odious to some delegates and SCHMID wasn't well received. Later, however, British and French delegates both scrambled to make amends, feeling apparently that old hatreds had to be forgotten in Strasbourg. 1950.
