Commune of Shiu Shin (310.000 inhabitants living in 280 villages divided into 7 Popular Communes spread over 600 square kilometers). It elects a management committee and a supervisory committee for a term of 2 years. Members of the commune are divided up into production contingents in turn divided into production brigades. Each contingent sends deputies to the commune's congress. Each village has a cantine where all inhabitants eat, a granary, sewing center, and a college, schools, hospital, library. Each man between 16 and 30 years, each woman between 17 and 22 must serve in the Popular Militia in brigades which also serve as shock troops on labour projects (reaping wheat or building dams).
