Carlos Ocariz Former deputy and current Mayor of Sucre Municipality in east-Caracas. His victory in Sucre was considered a surprise, because Sucre was one of the poorest districts in the Venezuelan capital, Caracas. Is part of the opposition to President Hugo Chávez being a member of Primero Justicia (or Justice First).
