SOUTH VIETNAM. Tay Ninh Province. South Vietnam's President Ngo Dinh Diem, overwhelming victory in the elections held in May, came under fire from all sides at year's end. The Viet Cong guerillas, supported by the Russians in violation of the 1954 Geneva accord on partition, attack in the countryside with increasing boldness. Meanwhile the U.S., following a critical survey by general Maxwell Taylor, is increasing military aid-also in violation of the Geneva agreement. Finally, President Diem has become increasingly unpopular with his own people, his regime being attacked as "aloof and rigidly dictatorial" (New York Times). Here the president is seen after a press conference in the presidential Palace in Saigon. May 1961.
