On April 3, 2002 the Israeli Defense Forces (IDF) launched a major military operation in Jenin refugee camp, home to some 14,000 Palestinians, the overwhelming majority of whom were civilians. The Israelis' express aim was to capture or kill Palestinian militants responsible for suicide bombings. The incursion was carried out on an unprecedented scale compared to operations mounted by the IDF since the conflict was re-kindled in September 2000. An estimated 4000 people, more than a quarter of the camp's population, were left homeless and at least fifty-two Palestinians were killed. More than 140 homes were completely destroyed in the Hawashin district of the camp. A large number were also wantonly damaged beyond repair.

During the operation, war crimes were committed by the IDF, including, using civilians as human shields and keeping them in the line of fire, unlawful and willful killing of civilians, blocking passage of emergency medical vehicles and personnel to the wounded, killing of medical workers, and the disproportionate and indiscriminate use of force
without military necessity.

The incursion lasted for two weeks during which time food and water supplies were denied as was access to journalists and outside witnesses.
